San Diego chef Angelo Sosa, best known for his three seasons on TV’s ‘‘Top Chef,’’ will open a new upscale Southwestern restaurant called Tia Carmen this spring in the former Stone Grill space at the JW Marriott Phoenix Desert Ridge Resort & Spa in northeast Phoenix. The restaurant is named after Sosa’s aunt.
