Cafe Rio Mexican Grill, a Utah-based chain of fast-casual Mexican restaurants, celebrates the grand opening its 12th East Valley location in Chandler with prize giveaways and $1.99 chips and salsa Friday and Saturday. Valley-based Laurshan Construction, which has built more than 30 Cafe Rios, renovated the former Boston Market building on the northwest corner of Alma School and Ray.
